Description: Reporting to the Vice President for Academic Affairs, the Executive Director of Institutional Effectiveness and Student Success leads ongoing, university-wide processes to systematically measure achievements and outcomes as they relate to Midwestern State’s mission and strategic priorities. Using a variety of research and assessment methods, the Executive Director assists MSU’s leaders in determining whether its units and departments are achieving desired learning outcomes, and strategic, and operational priorities. The Executive Director provides information to support university decision-making through a variety of analytic activities, data gathering tasks, and research projects.
The Executive Director supervises all institutional research and assessment planning that provide information to support institutional planning, policy formulation, and decision making; directs and manages data collection, data analysis, and research activities relative to institutional research; directs the compilation of institutional data used in reporting, and manages the submission of required state and federal reports regarding University activities.
The Executive Director is responsible for supporting institution-wide assessment efforts by contributing useful and accessible information and analyses related to the University’s effectiveness in achieving its overarching educational mission and established institutional priorities.
The Executive Director also supports externally driven accountability/assessment initiatives mandated by various levels of government agencies, other funding sources, and accrediting agencies. The director is responsible for the timely completion of all official reporting of the University.
The Executive Director advocates and supports the culture of data-informed decision-making at MSU through the performance of the following essential duties.
The Executive Director deploys data visualization and predictive analytics to support student success, learning outcomes assessment, fiscal management, enrollment management, and advancement functions at the University. Working closely with University Officers and with academic leaders, the Executive Director works to elevate the data story of MSU, and to enable responsive, data-informed decision-making at every level of the University.
This Executive Director will oversee the development, implementation, and effective functioning of analytics-based initiatives that support improved outcomes for MSU Texas students.
1. Data Management
Lead the data management activities at MSU to ensure that University administrators have access to reliable and relevant data for use in their strategic and operational activities.
Ensure appropriate data are available for institutional reporting and decision-making at various levels across the University. Collaborate with Information Technology Services to ensure relevant information is included in the data warehouse and to develop readily available reports using various reporting tools to build capacity for data analysis and reporting across the University. Coordinate training of staff in the use of data reporting tools and the appropriate reporting of data. Collaborates on sophisticated analytical studies on student enrollment, retention, graduation, and student success in support of the university’s enrollment initiatives. Oversees the development, implementation, and execution of data analytics projects; manages data integrity for the institutional level reporting and outcomes. Takes the lead in developing and coordinating any special projects. Identifies and launches new analytics-based programs to support improved outcomes for university students.
2. Internal Reporting, Analysis, and Research
Design, develop, produce, and interpret internal management reports that incorporate statistical techniques and analytics on topics such as enrollment, student retention, degrees conferred, faculty salaries, and program review for use by administrators and managers in activities such as strategic planning, program assessment, and policy development.
Organize and present research-based information in narrative, graphical, and oral reports according to end-user needs. Track and report on key performance indicators derived from strategic and operations planning.
Consult with staff to determine information needs, identify problems, and offer solutions. Direct IRSS staff in generating data extracts, and preparing tables, and reports for the end user.
Provide leadership in the development, analysis, interpretation, and reporting of data for the purposes of institutional research and planning, assessment, academic annual reporting, and program review.
Oversee in-depth research projects on topics related to institutional priorities as requested.
Support academic and administrative units’ continuous and systematic processes for assessment and improvement.
Review all reports prior to delivery to internal and external constituencies to ensure consistency and accuracy.
3. External Reporting, Regulation, and Accreditation Support
Play a key role in supporting accreditation efforts, i.e., the SACSCOC accreditation process, as well as other discipline-based accreditation processes.
Compile appropriate data and deliver reports mandated by government and accrediting agencies such as SACSCOC, the Texas Higher Education Coordinating Board, the federal government, the NCAA, and others for timely University compliance reporting.
Strictly monitor all required external reporting and regulation mandates which include, but are not limited to, the U.S. Dept of Education (IPEDS), TTU Board of Regents, regional and discipline accreditation, professional organizations, and college guide and ranking publications.
4. Office Management and Administration
Direct and supervise the unit’s administrative and support staff including but not limited to the assignment of tasks, office/workflow production, timely completion of tasks and reports, and recruitment of staff. Evaluate the performance and effectiveness of staff. Provide regular feedback regarding performance, development, and professional development opportunities to maximize employee performance and facilitate professional growth.
Administer the department budget. As the team leader and motivator, maintain a healthy, fair, and inclusive work environment by promoting inclusion and diversity, exercising teamwork and collaboration encouraging staff to work toward individual and departmental goals.
5. Additional Responsibilities
Participate in professional organizations such as the Association for Institutional Research and other relevant national and regional professional organizations to remain apprised of current issues and concerns in the field.
Lead or serve on University and/or external committees as assigned.
Experience: At least five years of direct work experience in a research or planning position at a post-secondary educational institution. Experience leading and providing significant support of higher education compliance, assessment, and/or accreditation processes. Experience in the administration of surveys, maintenance of technology platforms, documentation of processes, and scheduled timelines for reporting. Experience managing or leading a team is required. Experience working with large data sets and a working knowledge of statistical analysis software or equivalent technical capabilities. Demonstrated ability to access and analyze data for effective decision-making. Demonstrated ability to write research reports and make presentations appropriate for a senior management audience as well as other audiences across the institution. Excellent statistical and analytical skills with an ability to explain complex data analysis to a diverse set of constituencies in a clear and concise manner.
Knowledge: Familiarity with Ellucian and front-end data query tools preferred. Proficiency in using Microsoft Office suite required. Detail-orientation with a relentless commitment to accuracy. Effective analytical, organizational, critical thinking, and quantitative skills. Demonstrated ability to coordinate and manage multiple projects simultaneously and work effectively under tight deadlines.
Education: Master’s degree in an area of study appropriate to the duties of the position, such as higher education administration, behavioral sciences, social science, mathematics, etc. Doctorate preferred.

Must be able to exercise independent judgment and perform complicated, detailed tasks in a timely manner with little or no supervision. Must have excellent oral and written communication skills and be comfortable communicating with and presenting material to senior level officials and large groups of people.
